Main Purpose of the Role
The person in this role plays an important role in NCUB’s data analysis and research, employing cutting-edge data science methodologies to gather, scrutinise and analyse extensive datasets pertinent to innovation, technology, skills and research. The role involves working with the Principal Economist to create detailed reports, engage with stakeholders and update their skills in data science and policy analysis.
Responsibilities
1. Data Analysis and Research:
• Employ cutting-edge data science methodologies, including AI-driven analytics and machine learning, to gather and scrutinize extensive datasets pertinent to innovation, technology, research, and skills. This role involves leveraging sophisticated data models, architectures and algorithms to process and interpret complex data, providing deeper insights into these key areas.
• Conduct quantitative and qualitative policy and economic research across several fields of study, including higher education institutions’ research creation/transfer and entrepreneurial activities, UK economic performance and innovation, technological innovation, industry-academia collaboration, labour market, etc
• Reviewing literature from different fields of study, such as innovation, economic growth, labour productivity, and university-industry collaboration; in order to gather and generate knowledge relevant to ongoing and upcoming projects;
• Stay abreast of the latest trends and developments in technology, innovation, labour market, and economic policy.
• Monitoring and evaluating NCUB’s impact by reviewing where NCUB evidence and recommendations are being deployed.
2. Reporting and Communication:
• Assisting in creating comprehensive reports, briefings, summaries, and presentations that translate complex data findings into actionable insights for various projects.
• Helping with the communication of outputs, which include contributing to blogs, briefings, newsletters, presentations, as well as research reports, data visualisations and dashboards.
3. Collaboration and Stakeholder Engagement:
o Work closely with other analysts, economists, and policy experts.
o Engage with external stakeholders, including academic institutions, industry leaders, and other relevant organizations, to gather insights and build partnerships.
o Supporting the commissioning of research and analysis from external academics, consultancies and others, working closely with the Principal Economist.
4. Continuous Learning and Innovation:
o Keep up-to-date with advancements in data science, economics, and policy analysis techniques.
o Innovate and propose new methods and techniques for policy analysis and data interpretation.
Essential skills and experience
• Master’s degree in Public Policy, Economics, or a closely related discipline.
• Proven experience in policy analysis, in the public, private or non-profit sector.
• Understanding of both qualitative and quantitative methodologies,
• A strong grasp of AI-driven techniques and machine learning, coupled with expertise in data analysis tools such as Tableau, SQL, R, and STATA for comprehensive statistical analysis
• Ability to collect, interpret and model complex data and present findings clearly and concisely to technical and non-technical audiences.
• Ability to work collaboratively in a team environment and engage with a variety of stakeholders.
• Exceptional written and verbal communication skills.
Desirable skills and experience
• Experience working in labour markets, science, research and innovation policy.
• Experience working in a policy organisation.
